Fraser is playing umpire and player - Ronnie Kasrils

State Security Agency Director-General Arthur Fraser has stated his reasons for revoking Setlhomamaru Dintwe's security clearance.

He says he did this in order to protect the integrity of the office Inspector-General for Intelligence.

This is among Fraser’s submissions in response to the application that Dintwe filed with the High Court in Pretoria last week.

Dintwe accused the director-general of abusing his powers to frustrate an investigation into his own conduct.

Fraser is the subject of a fraud and corruption investigation for allegedly attempting to set up a rogue intelligence structure when he was deputy director-general of the National Intelligence Agency.

Karima Brown spoke to former intelligence minister and struggle stalwart Ronnie Kasrils to take a closer look at the matter and what this means.

This has never been done before. This is an incredibly high post. The country should be in a state of uproar over what has taken place.

Technically the director general does have a right to revoke a security clearance but this relates to members at some many levels and when it comes to a top most senior level, one should in the position of a DG, tip toe through this very carefully. The first thing would be to raise and discuss with the minister of state security and in fact indeed with the president.

What we see is the director general playing umpire and player. He is doing both. It can't be the case and this is what oversight is about in terms our constitution and democracy. When that constitution was being written in relation to oversight of government and the state, the intelligence committee of parliament was then set up to act as a check an balance, oversight.

Last year Kasrils decided to take legal action against Fraser after investigative journalist and author of a controversial book The President's Keepers, Jacques Pauw revealed the director general was complicit in the looting of hundreds of millions of rand from a slush fund.

Pauw detailed how Fraser forged former intelligence minister Ronnie Kasrils signature for what is know as the PAN (Principle Agent Network) project.

Kasril says he is going ahead with the legal action and that this may be combined with Dintwe's case.

When Jacque Pauw came out with new information about this in his book, it transpired that at that particular time I had gone to my lawyers to follow through on the abuse of my signature. As we speak my lawyers are considering maybe joining our request to the inspector general, to combine that with his particular case.

Meanwhile the South African Communist Party (SACP) has called for decisive action to be taken.

There can be no other interpretation other than the fact that this move was intended at frustrating the investigation or ensuring that it is aborted, because once the security clearance is withdrawn it will be very difficult for the inspector general of intelligence to continue performing his work.
